It is a pleasure for me to take up this communication channel to inform you about the progress in our lines of action, and the latest developments in the energy sector in our region. It has been very satisfying to receive, from the entire LAC energy community, all sorts of auspicious messages about this communication initiative that we intend to feed month by month. Last month, I was pleased to inform you about the disclosure of OLADE's information systems to support the development of the energy sector in our region. This initiative marked the beginning of a long-term strategy regarding the value of information as a support for the development of sectoral policies and for the generation of knowledge. I would like to add that two weeks ago we signed the start-up of the Program for Strengthening and Dissemination of Energy Information Management for Sustainable Development in LAC. This project is channeled through a strategic alliance of OLADE with the Inter-American Development Bank. It is the second fundamental step to allow a centralized regional energy information, with modern platforms and complete and reliable regional energy information. The project also includes coordinated work with ECLAC, CIER and the support of the IEA. In line with the project, we have begun with the support from the IDB, but at an advanced stage at the implementation level. The consolidation of the development of the Energy Information System of Brazil is consolidated from recent work missions of the officials from the Ministry of Energy to our headquarters in Quito. The size of Brazil's economy, the strength and history of their information systems and the complexity of its energy system marks a pilot large-sized case that tests the performance of our model and ensures a standard and complete platform to collect and process energy information in each country. This project, which has the financial support from the CAF, it is a clear example of the close working relationship between OLADE's technical staff and the professionals from the governments of our member countries.
Our region has large reserves of unconventional oil, major transport infrastructure and distribution of hydrocarbons and needs of new works, primarily associated with new capabilities for Liquefied Natural Gas. These issues mark the medium and long-term agenda for the hydrocarbons subsector, which are being jointly addressed with other agencies. Addressing issues such as the use of reserves and the impacts of the application of fracking technologies and incorporating a high technical level dialogue are some of the key issues for the medium term for the hydrocarbons subsector. Regarding our support for the development of sectoral policies, OLADE is implementing its Energy Planning Manual in many LAC countries. Recent activities developed for the government of Belize are an example of these actions that have the support of the Cooperation of the Government of Canada. This document is a guide for the sectoral planning activities and is a valuable tutorial for the policy makers. It is my pleasure to announce that OLADE's Energy Planning Manual will be published in less than two months and will have open-access and free dissemination. We are also working on the development of a Manual of Useful Energy Balances that will be presented shortly. The information on the end use of energy, the efficiency of the equipment park and the habits of the energy use is crucial information for the design of energy efficiency policies. There are very few countries in our region that have this valuable information, and it is our goal to increase the number of countries that develop Useful Energy Balances. We have signed two new cooperation agreements. The first with IICA regarding activities related to biomass as a key energy resource in our region, and the second with the Catholic University of Uruguay to strengthen our links with the academic sector of the region. We are developing our first edition of the Executive Development Program in Energy and Climate Change. The program is being developed in a semi face-to-face mode since March 28, and it is supported by the Konrad Adenauer Stiftung (KAS) and the United Nations Environment Program (UNEP). The program will take place in the city of Lima, Peru, between May 29 and June 2. Finally, I want to inform you that our training programs are undergoing profound changes. The access to the training provided by OLADE will be gradually extended to all the stakeholders, whether they are public sector officials, researchers, university teachers, students, independent professionals or technicians of private companies. I understand that strengthening the technical capacities of our governments and companies, training our industry professionals and promoting the research is the most effective way to achieve the development of the energy sector in the region. ADOPTION OF THE JOINT PROJECT BETWEEN OLADE AND EUEI PDF The EUEI PDF -Service for Partnership Dialogue for the EU- Energy Initiative sent a letter of approval to OLADE - The Latin American Energy Organization - that certifies the support for a joint project to assess the commitments on climate change for the Latin America and the Caribbean countries.

OLADE SUPPORTS EITI’S INITIATIVE The Latin American Energy Organization (OLADE) made progress on the project about the Promotion of the Initiative for Transparency in Extractive Industries in the framework of cooperation with the Canadian Cooperation Agency. The main objective of this initiative was to analyze the state of transparency in 6 countries of Latin America and the Caribbean with respect to the management of resources derived from the oil and gas industry, and to propose recommendations.

FRAMEWORK AGREEMENT ON INTERINSTITUTIONAL COOPERATION BETWEEN OLADE AND IICA A Framework Agreement was entered into between the Inter-American Institute for Cooperation on Agriculture (IICA) and OLADE this April 2017. The aim is to establish bilateral joint cooperation actions in accordance with the terms and conditions set out in the Agreement.

WITH NEW DISCOVERIES, PEMEX ADDED RESERVES FOR 684 MILLION BARRELS OF OIL IN 2016 Petróleos Mexicanos submitted to the National Hydrocarbons Commission the reserve values of the fields that were assigned to it in Round Zero. In this way, it was achieved compliance with the regulation established by the Energy Reform as well as the rules of external entities such as the Securities and Exchange Commission of the United States (SEC).

CHILE'S FIRST GEOTHERMAL PLANT IN SOUTH AMERICA Last Friday in March, it started the electricity generation and connection test to the Norte Grande Interconnected System (SING). This is the first unit of the of Cerro Pabellón Geothermal plant, which is the first geothermal power generation project on a commercial scale in South America and the highest in world, installed at 4,500 meters above sea level.

At the sub-regional level, Brazil is the country with the highest electricity generation with 581 TWh in 2015, of which 64% corresponds to hydraulic generation. The generation with renewable sources reached the 76% of participation in the electrical matrix. Wind generation reached 21,626 GWh, an increase of 77.1% in relation to the previous year, surpassing the generation with nuclear energy. Mexico, during the period 2010-2015 increased electricity generation by 13%, registering a greater participation of renewable energies, which is a governmental priority that is reflected in the "Special Program for the Use of Renewable Energies 2014-2018 ", which states that in 2018 the generation with these sources will reach 25% of the total generation. In the case of Central America, Panama is the country with the highest growth during the analysis period with 39%. By 2015, 61% was hydraulic source, 35% thermal source and 4% wind and solar sources. In the Southern Cone, 287 TWh were generated in 2015. Uruguay is the country that during the last decade has increased by approximately 2.5 times the total generation compared to 2006; It should be noted that about a quarter of the total consumed in Uruguay is of wind power. In the case of Latin America and the Caribbean, hydropower, natural gas and petroleum products are the most used energy sources for electricity generation, a tendency that has been maintained during the period analyzed. |

Installed capacity of electricity by subregions and countries In Latin America and the Caribbean, the predominant installed capacity is thermal energy, mainly obtained from hydrocarbons and by-products, followed by hydropower which in 2015 reached 47% of the total installed capacity of the region; The installed geothermal capacity reached 1,483 MW, which is mainly concentrated in: Mexico with 59%, Costa Rica 15%, El Salvador 14%, Nicaragua 10% and Guatemala with 2%. The wind resource has a high potential in LAC, with Brazil as the leading country with the largest installed capacity in the region and which in 2015 experienced an increase of 2,745 MW reaching 7,633 MW by the end of that year. At the nuclear level, Brazil is the country with the highest installed capacity followed by Argentina and Mexico.
